The current rule book reads:
"Recently drafted players are ineligible to be traded or named PTBNL until 1-year after the signing."
This was amended to general league approval in 2013 to be:
Recently drafted players are ineligable to be traded until 1 year after their signing date. They may be listed as PTBNL after a new Top Prospect List is published in the next league year, thus establishing the Top 25 Prospects for CAP review.
EXAMPLE: A player drafted in 2015 and signed on June 16th, 2015 cannot be traded to another team until June 16th, 2016. That player cannot be included in a trade as a PTBNL until the 2016 Top Prospect List is published.
